Change management efforts rarely produce the desired results. 70 percent of reengineering programs fail, according to Hammer and Champy, two advocates of this method. Many are also disappointed with the outcome of Total Quality programs, Management by Objective and the BBZ approach. All of these methods promise stunning improvements. Yet, few managers have felt the benefits. Who is responsible? Not the methods themselves, which have certainly proven successful at some firms. Managers themselves are to blame, due to their inability to overcome the obstacles to change.
